I work for Oracle Support and I cannot imagine anyone in support telling a client something as far fetched as that. I am sure Randy Baker, Sr. VP of World Wide Support Oracle Corp would also be very surprised at hearing something like this and would like to personally address this issue. Since I do not have his permission to publically broadcast his email address you can send your email to this account and I will forward it on to him.

To answer the question about how complicated it is to install Oralce 7, if you can read and have a minor knowledge of software installation you can install Oracle 7. The docs are very comprehensive and if you have a registered copy you also have support for a limited time, don't know what the time frame is it is dependent on platforsm, and any problems you run into while installing or converting your Oracle 6 database you can call 415.506.1500.
