Most likelly, the database was not shutdown NORMAL.

If it was SHUTDOWN ABORT, it is most likelly doing instance recovery, which involves rollback back all outstanding transactions, and recovering the instance.

Another possibility, if you are running in ARCHIVELOG MODE, is that the archiver is stuck.

Check the ALERT file in ORACLE_HOME/rdbms/log(by default) for any possible error messages.
If there are none, most likelly the first point abovel
