My experience (and Oracle Support's solution) is to install the RDBMS on the client machine as well, install SQL*Net and Forms etc, then deinstall the RDBMS to remain in strict license compliance. The rest of your procedure (TWO_TASK = T:somewhere:sid) looked good.
