If you are refering to disabling triggers, then many DBMS do support
this feature including Oracle, DB2, SQL Anywhere, Sybase and MS SQL
Server.

I looked thru the PostgreSQL documentation and could not find anywhere
where triggers can be defered.. I did find references to disabling
triggers.
