I posted a couple of days ago of having this same problem with extremely long connection times of 6 minutes (SQL*Plus) or 11 minutes (3rd Party app). Well yesterday I resolved it.

In my case, I was connecting to a Novell server, and the problem turned out to be in the Novell Client32 software on the client machine. An update to the latest version by applying the patches available on the Novell web page completely took care of the problem. If you are in a similar environment, connecting to a Novell server, you should give this a try.
