FORM not really compiled

I am trying to convert a whole bunch of Motif 4.0 Oracle forms to 4.5 Windows based Oracle forms. All of the FMB files load just fine. The problem I am having is that when I use the File/Compile All... feature in FORMS 4.5, none of the "Record Groups" SQL statements get compiled. This makes debugging your form a much more tedious process. This problem is not specific to FORMS45, but to previous releases as well. Can anybody shed any light on this problem?
