?Only DB owner can run sqlplus?

I'm having a problem with a seldom used instance we host for another group in our company. For some reason, only the Oracle user can run sqlplus. When another user tries to run sqlplus, I get the following messages:

$ sqlplus x/y

SQL*Plus: Release 3.1.3.5.1 - Production on Tue Jul 2 13:25:46 1996

Copyright (c) Oracle Corporation 1979, 1994. All rights reserved.

ERROR: ORA-01034: ORACLE not available
ORA-07320: smsget: shmat error when trying to attach sga. SVR4 Error: 13: Permission denied

Note that the Oracle userid CAN run sqlplus. Can anyone offer any help?
