        I'm not going to be *too* helpful since I don't know much about Oracle, but I can answer your question in the subject header and that is, no. You're right...everyone should be able to run sqlplus, but to actually access the database, the restriction is placed by the DBA with the grant command.

        I can't really understand what is your problem. If it was a unix system, I would think that maybe the group or other permission was turned off on the executable...but that can't be it, since it did run...just not properly.

        I'm not sure if instances have permissions attached to them...so maybe you can look into that. Sorry I can't be more help to you.
