Please provide the LISTENER.ORA file from the server, and the TNSNAMES.ORA file from the Windows client.
Also, try a SQL*Net V2 connect on the server:
sqlplus user/passwd_at_TNS:admis
to prove that end is working. If it is, the configuration error is on the client, whose connect string should be TNS:admis, not what you mentioned. (You are using SQL*Net V2 on the client side, aren't you?)
