Try increasing the IPX SOCKETS and SPX CONNECTIONS parameters in the NET.CFG. I've found this sometimes helps. I typically boot them up to 32 each.
Without any additional info, there could be a million reasons. Post or pass along your setup files (NET.CFG, etc.) for the clients and the server configuration (Memory is a big ?).
