Oracle8 and Developer2.1

I've got Oracle8 running on my home PC, and I've been trying to load Developer2.1. The installation goes fines and Developer loads, but when I try to connect to the database I keep getting an "Interface driver not installed" error. I've tried every kind of load option and registry setting that I can think of, but to no avail. Anyone familiar with this situation???
