They MUST NOT be mouse-navigable ( and still you can click them and their When-Button-Pressed triggers will be called ).

You problem is in this propery - "Mouse Navigable". When you click a button and it is
mouse navigable, navigation to block which contains buttons occurs. As this block is not have
base table, you accept corresponding message.

Resume : set "Mouse Navigable" property of those buttons to false.
