Please search for ora-22859 on that page (if not asked too much) or empty_lob() where Tom Kyte explains in *8i* you couldn't INSERT a LOB directly. In 9i you can.

Those reasons are usually political and nonsensical. One reason I know of, is the third party app vendor still doesn't support the most current version, even not several *years* after it was released.
The other reasons are always of the form 'Yeah, but we are going to replace this app next year...', which of course never happens.
