Help - data problem

I'm fighting an election using a database program that I discover is bugged: To explain my situation briefly

The electorate is arranged by surname within a particular district, with all the persons of a similar arranged sequentially at their individual addresses.

Unfortunately, the database program I use has a bug that puts that all the people with the same surname are put into the same address.

For example:
What should appear -

Name         Address           Electoral No
A Smith      1 Acacia Ave      1
B Smith      Goodman Cottage   2

What actually appears
Name         Address           Electoral No
A Smith      1 Acacia Ave      1
B Smith      1 Acacia Ave      2

I have discovered how to switch the bug off so that the data is correct, but now need to find a way of identifying amongst 80,000 plus records which people were affected, and then isolate them and generate new mailings to them.

I can produce simple comma delimited .txt export files from my database that are either correct or incorrect. Is it possible using either Access or Excel to run some sort of comparison that will show the erroneous records.

I'm a complete novice!!!
