Book?: wide range DB engineering

You're probably bored with requests for books but I don't konw where else to start my search.

I'm a beginner in DB engineering (but hopefully I'm not too stupid) and I'll have to design a continent-wide very very secure DB (yes, it's true, I can't believe it myself).
