You could look at the data in V$LOCK, to see which session is creating this deadlock. Deadlock details can also be found in the alert file. After you found which session created the deadlock, spool the SQL generated by PeopleSoft (I know nothing about PeopleSoft, but in Siebel we can do this, and I assume that there must also be a way to do this in PeopleSoft). If you can provide me with more details, I could help (user actions when that occurs, SQL code generating the deadlock, alert file data, ...). You can email me if you want.
