Customer Interface and Identifying Address Flag (IDENT_ADDR_FLAG) ?

Does anyone know how the IDENT_ADDR_FLAG is connected with the Customer Interface Process versus manually entering a new customer online in
Oracle Financicals 11.5.5 ??

Whenever a customer is entered online 2 records are created for each customer. The Party number record and Party/Customer record both have the "identifying Address Flag" checked (with a value of "Y")

ex.     
Name		Party#	Cust#			Identifying Address Flag
ABC Co		1023				X
   ABC Co	1023	1023			


Whereas when entering customer via the Customer Interface process the record with the Customer number and address, etc doesnt have the the "identifying Address Flag" checked with a value of "Y", instead it has "N"

Is their a BUG in the interface process, is their another field that needs to populated?
is their another interface to be considered ??

Any thoughts or suggestions would be appreciated
