A few options from Oracle
- WebDB is now called Oracle Portal and is bundled with Oracle9i Application Server Standard Edition & higher.
- Discoverer is designed specifically for casual user ad-hoc query without formal SQL training. Bundled as part of Oracle9i Application Server Enterprise Edition
