This means you've completed installation of Oracle and now to configure certain functionality like replication catalog views, table, rdbms replication functionality and pl/sql for snapshots have to run "catrep.sql". Invoke server manager by giving
$ svrmgrl $ connect internal $ run $ORACLE_HOME/rdbms/admin/catrep
