I'm not sure what you are trying to do. You say you want the Oracle/Linux box to be a client of the NT/SqlServer box. To what end? Are you trying to get data from Sql Server into Oracle? Is your web server running on the Linux box or the NT box, and is it trying to access the Oracle DB or the Sql Server DB?
If you are trying to provide a web access to the Oracle database, you will need one of Oracle's webserver products like Applications Server (OAS). The OAS provides native SQL access to the Oracle database through a Web Request Broker.
I don't know about providing web access to the SQL Server DB, tho.
As far as books go, Oracle Unleashed, 2nd Edition by Sams Publishing is good. It's updated for Oracle8 and includes all the yummy web stuff.
