Why no patches available from Oracle's ftp/www server ?

I take it you have not been in the industry for very long?
If you take out maintenance when you purchase (you did purchase it didn't you?) a complex suite of software such as Oracle Server, upgrades, patches, new versions etc are sent to you on request.
