Yes, but you have to be curteous, or people are going to get really mad at you.

A newspaper, while allowed to print sexually explicit pictures on the front page, thanks to the Bill of Rights(I'm writing from an American standpoint, since that's what I am), won't because it will anger a large number of people.

Yes, you have the right, and the ability, to spam the Usenet with your modem complaints. However, you're angering a large number of people. The only reason _I_ haven't written to your sysadmin is that you haven't posted a "Make-Money-Fast" or other incredibly inappropriate article.

Not necessarily. We could all use direct network-connections at work (considering this forum is generally used by people in relation to their work). However, people who know about modems and are generally willing to help others with them don't read comp.databases.*. They read comp.dcom.modem(s). I suggest you take your inquiry there.
