Can't Run SQL*DBA because "VCPI"??? missing.

All of a sudden, I can't get SQLPME (for DOS SQL*DBA and SQL*LOADER) to run anymore. Error message says, "VCPI not installed". What is VCPI and how to re-install it? Can't find any files with that name, or anything about it in Oracle documentation. Sounds like a Windows driver, but this is just DOS. I haven't changed my computer set-up in months. Any ideas?
