This may be a dumb question, but I believe in always starting at the beginning.  After the Oracle Installer finished, did you place a TNSNAMES.ORA file in your C:\ORAWIN\NETWORK\ADMIN directory (there isn't one there by default)? Does that file have a valid entry for your database in it?
