Regarding the product palette for MS Windows I was searching for the NLS*Workbench too. People at Oracle told me the NLS*Workbench would be only for internal use at Oracle and is not officially released.

There exists another tool (or package) called 'Translation Manager', I think. This product is officially released and should do the same as NLS*Workbench and more (?).
