There is a SQL script that sets up the user profiles. It is called 'v7pup.sql' (or something like that...) under Personal Oracle7, and and similar name on other platforms. Running this script under the correct id (I can't recall if it is 'SYS' or 'SYSTEM') will solve your annonying logon message.
If you can't find the script or are still having problems, e-mail me and I'll find the location and exact file name.
