NLS*Workbench & Sun Solaris -- where?

Does anyone know if NLS*Workbench is available for v.7.1.6 on Sun Solaris 2.4? We've got the documentation on CD-ROM, it's talked about in the Unix Tools book, but we can't find the actual application anywhere. We've talked to people at Oracle, but nobody there seems to know who's responsible for the product, or if it's available, or where to find it.

Any help would be greatly appreciated, as we really need this.
