If you're semi-adventurous and want to try out Windows programming, PowerBuilder can handle your stated needs with a half eye open.
Like any other tool, it has some minuses, but once you get the Oracle running (not a PB issue), access and app development for a project this size is somewhat trivial (he says with 3 years experience ;-)).
