SQL-92 (ISO 9075:1992 and ANS X3.135-1992) does indeed have the three levels described.
And, it is certainly true that no Oracle product has been certified compliant with intermediate SQL-92, although Oracle 7 and Oracle Rdb have tested against entry level SQL-92.
In the U.S., the National Institute of Standards and Testing (NIST) is responsible for testing and certifying compliance. Last I heard, NIST was supposed to start testing for "Early Intermediate" compliance sometime this spring. I haven't heard anything recently about the current status, and the NIST validated processor list (http://speckle.ncsl.nist.gov/vpl/html/sqlintro.htm) does not show anything about intermediate. (Perhaps David Flayter can add to this.)
As far as I know, NIST is the only organization that currently does compliance testing. X/Open (http://www.xopen.org) is supposedly developing a set of test for Late intermediate SQL-92, but I have no information on that status.
Early Intermediate and Late Intermediate are defined in the NIST publication FIPS-127.2. They are subsets of the SQL-92 intermediate level.
