[Q] Oracle products are not SQL2 conform

I recently read in a magazine that

SQL2 -as defined in 1992 by OSI- is composed of 3 levels:

	Entry
	Intermediate
	Full

and that their is currently no oracle product which even comply with level
"Intermediate".             ^^^^^^^^^^^^^^^^^

Is it true? Why?
Do you have any info (or pointers) about SQL standards and their compliance?
