Robert,
You've covered the pluses and minuses pretty well. My 2 bits worth would be to suggest LOV _forms_ linked via globals to do your lookup for approach # 2. The forms will use array fetching, and with a bit of coding you can replicate the "find" feature of LOV objects within a form.
