Jim, the problem with Mr. Bitting's response (in addition to the fact that his title indicates that he wouldn't know much nor care to promote Windows) is that Personal Oracle7 *claims* to be "Windows95 ready" in its marketing literature. For example, look at March/April issue of Oracle Magazine, about two pages from the end where the product description of Personal Oracle7 is provided in detail. I would say that if they are going to tout "Windows95" readiness, they should be willing to tell you how to install it on a Windows95 machine.

The real reason that you can't get the package to work is almost certainly that Oracle has provided yet another stupid install program (I like Oracle products but have often found installing them to be an enormous headache) which refuses to copy the files even though they will probably work fine. If I were you, I would install the program on a machine configured similarly to yours with Win 3.11, then copy the directory structure over to your machine.

I do agree with Oracle to the extent of saying that since Windows95 is beta software, Oracle should not be held responsible for glitches and its corporate support should not be required to handle any issues related to Win95. Therefore, you should replicate any problems on Win 3.11 before requesting support.
