One reason for that could be, that your installation is not over yet. I had to install Personal Oracle two times, before Oracle managed to start a database. I had to put ORACLE\bin directory into autoexec.bat and then install again. Before that it stopped before the end.

You have got installation ended correctly, if install program tells you the default password of the oracle database.
