In California, it is no assumption, it is a fact. You don't state where you are from. It should be noted, that California takes the major hit from immigration, both legal, illegal, and H1 Visa loophole. Take a flight out and attend a Westech Technical Job Fair in Northern California. You will see droves of desperate job seekers, and only a moderate amount of employer booths staffed with HR people, who for some reason, get a benefit in going there and collecting resumes by the tens of thousands. Run a two line ad in the San Jose Mercury news saying: Programmer

                               408-111-1111

and you will get 200 resumes in the first week, many from computer science grads who have not found a job a year since graduation.
