32Meg of RAM for a development system seems pretty normal to me. If you're developing software with OO languages you'll want at least that.
Running production applications doesn't need nearly as much memory.

The PowerMac is a *dumb* choice for a development system right now. You're better off with either a Quadra or a fast Windows machine until the CDE tools "go native".
