I have seen this also. Maybe slightly different symptoms.
Oracle 7.0.15.4 - HP/UX 9.01 SQLNet V1.2.???
It takes a very long time to make a connection. They do get established,
if you are patient. Restarting orasrv fixes the problem. No need to
shutdown the databases.
I've only seen this problem twice in the last year and a half. We have
thousands of connects all through SQLNet. Not sure there is a limit problem
here.
