The suggestion to set a "tcpctl" timeout value seems to have solved the problem I described above. When we run:
tcpctl timeout 5
after starting SQL*Net we do not encounter the "orasrv" problem. The problem did reappear when we forgot to set the timeout, and this seems to imply that the timeout solves the problem.
