We were had a same problem. Probably you have installed the SQL*ReportWriter when using the system-owned SQL*ReportWriter tables. But it's possible only with the ORACLE RDBMS v.6 with the transaction processing option. We have user-owned SQL*ReportWriter tables now, where all users own their own set of SQL*ReportWriter tables. Try reinstall your ReportWriter for using the system-owned SQL*ReportWriter tables.
