Joel,

You don't need 9iAS to deploy forms using the web, just Forms 6i Server. As for the best method for you, I suggest trying both methods out and seeing which one works best for your application. 9iAS may provide some features that your application may want to leverage in the future. If not, try to keep the environment as simple as possible.
