This problem has been reported in 6.0 and 6i as well. Oracle Support reported that we may see an improvement with 6i, patch 1, so we're upgrading to that next week.
We have found that the problem is not restricted to exit-form. We have had it occur in a when-timer-expired trigger that does not do an exit-form. I am not hopeful about 6i, patch 1, so if you find a work-around, I would appreciate it if you would post it.
