You are probably using the non y2k compliant version of the installer!

You need installer version 3.2.2 + (I think!) which you should be able to get from metalink (metalink.uk.oracle.com).

You'll also find there are a load of patches now available for Designer (I'm supposing you have either version 1.2.3, 2 or 6 - all have lots of patches!) so you should also give Oracle WW support a call to get them - they are pretty big!
