Please ignore this message. The Oracle Utilities are in fact in the the Oracle_Home\bin directory. Note that the file names may be different from what the documentation tells you. Example:

SQLLDR81.EXE .... you may have SQLLDR.EXE instead.

A visual inspection of the ..\bin directory reveals the other utilities (e.g. IMP.EXE, EXP.EXE) as well.
