Check if your Forms-Server is running. There must be a process
ifsrv60.exe running (see Windows NT Task Manager - Processes). If not,
you have to start it either with the menu-entry Oracle Developer 6.0 -
Forms Server listener or from the command-line (ifsrv60 -install
<CartridgeName>) which gives you a manageable NT-Service.
