JDeveloper3 for NT. No Oracle 8i?

[Quoted] The Readme.html, and Oracle's web site says that "Personal Oracle 8i" (which is almost identical to what used to be called EE?) comes WITH JDeveloper3. I downloaded JDeveloper3 from Oracle (all 200MB of it) and ran Setup. I get JDeveloper3, but see nothing about an Oracle 8i database on my machine. Also, the Readme says a lot about what is in there, but nothing about installation of the product. If I needed to do anything besides the application Setup, I would like to THINK they would tell me. Have I got a bad download of this product? Does it NOT really contain Oracle 8i? Is this a separate download?
