REPORTS 3.XX Interface With NT 4.0

I wonder if it is possible to execute NT 4.0 system commands (to do simple things like DEL a file, ....) from inside Oracle Reports 3.XX? I checked the on line Report Builder help, there was a package "WIN_API_UTILIT.*" which said
it is only for ORCALE FORMS. To my surprise if it is for FORMS, why does it show up in the REPORTS help!?
