If you really need global path over 512 characters log, there's probably no way to workaround it.
But in Forms 5.0 (maybe in 4.5 as well) you can specify FORMS50_PATH as shell variable, which takes precedence before \\HKLM\Software\Oracle\Forms50_path (registry setting is then ignored), for example:

set forms50_path=%my_app_home%\pll;%my_app_home%\forms f50run32 module=....

If you have several applications which need different paths it may be a solution. BTW, maybe shell variable has not such limitation as registry setting.
