Soft LOV must be checked in the Detailed Column Usage in the Module. This is initially copied from the Column Definition when the DCU is initially created, but if you change it at the Column Definition level afterward, it won't propagate.
IOW, when you set it in the Data Designer (Column Definition), it established the initial default for the DCU (Module Data Diagrammer).
