Allthough I have not tried this, I think the following would work:

At the end of your report create a group and in this group create a text block whith white space characters. View the rpoperties of the group and ceck page break before. Also click edit trigger and enter something like this:

begin
  if mod(:&pagenumber/2) <> 0 --check the name of this parameter   then
    return(TRUE);
  else
    return(FALSE);
  end if;
end;

I edited this message on a computer without any Oracle programs so I did not test anything at all.
