For the best answer I refer to Oracle Support, your neighborhood DBA, or if you're desperate, the Oracle Website. The "RR" year type was introduced (in 7.3, perhaps?) to accommodate the two or three decades on either side of the century mark, to wit: for dates 1970 - 2030 (my best guess from memory), any datefield comparisons will handle the years up to "99" as 20th century, and "00 - 30" as the 21st.
