In a word, no - Oracle forms need a run-time to work..

Oracle Power Objects can produce a stand-alone app, but I'm not sure how long it will be around ( its a very good product for developing stand-alone apps, but is a little 'clunky' to use in some situations, and I don't believe it has a future with Oracle ).Check www.oracle.com for details.
